The authors provide concrete guidance regarding how to spot such ulterior motives that can potentially destroy a project; for example, irrational anomalies in spending or hiring, an inexplicable indifference to quality, and a penchant for gratuitous delay on the part of the client might be signs of political skulduggery. The Osmans also counsel readers how to delicately manage such a predicament should it arise. The crux of their advice is that managers, whenever possible, should satisfy their project obligations and adapt to whatever challenges might be produced by clients' unscrupulous intentions. The authors illustrate their lessons by fashioning fictionalized cases; for example, a massive project in Bolivia is hampered by a client's late-in-the-game demand for a two-story penthouse, a request specifically aimed at slowing down development. Unfortunately, an extended discussion of the superiority of border cities in the construction of border walls devolves into a thematically incongruent detour that should be the subject of its own monograph. He represented EWH to develop their new hospital, the first St. Regis in the Middle East, along with notable projects in the US and other countries. He was involved in leading the expansion of the healthcare system with new branches, and oversaw the transition of the company into a publicly traded business entity. When he is not involved in expansion, he manages the renovation and expansion of existing buildings, often with historic significance. He is familiar with a variety of project delivery methods, from traditional design-bid-build to design-build; well versed in program management; and has a keen eye for schedule and cost control. Well respected by clients and colleagues, Dr. Osman is known for establishing and maintaining excellent communication across multidisciplines, such as design teams, project stakeholders, owners, and contractors. The authors tackle a complex subject - managing international development and construction projects - from two unique perspectives. First, they argue that border cities are better than border walls, since they attract people and economic activities that bring life, instead of a barrier to human activity and energy. I liked this chapter a lot. In the rest of the book, they share their opinion that, when confronted with corruption at the top of a project (which they have experienced first-hand), it's better to avoid trying to fight it head on through the courts or the press. Instead, they argue that corrupt senior managers (who have goals different from the "real" project) tend to lose interest in the project's original goals as they pursue their own secret objectives. Project managers who realize this can therefore pursue those stated goals and achieve them even as the (corrupt) managers divert some (but not all) project resources to achieve their different objectives. Best of all, the authors show how to do it - a surprising lesson for any reader.
